The context for Government

Many government groups, like other knowledge organisations, have few tangible, manufactured outputs. Processes and ideas are created and projects and change implemented. This group is responsible for delivering solutions that leverage the use of technology in business and developing innovative technology solutions for government.

In this type of organisation, traditional financial balance sheet accounting makes it difficult to identify significant intangible benefits such as individuals' knowledge and skills. To do this the management group has created this intellectual capital barometer, which quantifies the organisation, its successes and knowledge flows.

Developed and refined within this group, the barometer process can be successfully replicated and applied in any government agency.
